Activity of the Public Verdict Foundation in 2006The Public Verdict Foundation offers legal assistance to Russian citizens, who have suffered from unlawful, unapproved actions of law enforcement officials. In 2006 the Foundation was working on more than 100 cases. Most of them were connected with the use of torture in Russian police and teenagers’ abuse, as well as with the facts of inappropriate performance of their duties by the members of the Office of public prosecutor and police while receiving petitions from citizens.
Furthermore among the cases that the Foundation was working on in 2006, the number of ones connected with the violation of rights and interests of human rights activists and groups has increased dramatically. In this connection the Foundation has decided to develop the legal work on such cases into the separate branch of its activity. >>
Crisis of the Law Enforcement System in Russia. Statement of Problem and Recommendations to the International Actors.Since the early nineties comprehensive reform of the public administration have taken place. Law enforcement system and particularly the penitentiary have been also affected by this process. However complete and consistent reform of the law enforcement sphere has not occurred.
Substantive number of organization and functioning principles of the Soviet system remained rooted whiting the law enforcement, even though such principles are inadequate to the current social and economical realities. In addition, poor finical support of the law enforcement in the nineties led to significant decrease of professional capacity of the law enforcement bodies and to a major rise in corruption. >>
